Sounds like they need access to secular counselors.

There are plenty of those in services.

I’m not very familiar with how the military works, but it sounds to me like they want access to chaplains because they’re available in the field, in combat situations. I don’t know what you mean by “services”, but it sounds rather more bureaucratic & formal, therefore not likely to be something available in foxholes.

It’s hard to say without the full interview available. *sighs in annoyance*

I don’t know what an atheist chaplain would do, but if they need them, they should get them.
